With more than two decades of law enforcement experience and current service as a police sergeant, Jeff provides clients with a rare combination of operational leadership, real-world crisis response experience, and strategic security insight.
Over the course of his career, Jeff has worked extensively in high-risk and rapidly evolving environments requiring critical decision-making, threat evaluation, incident management, and personnel leadership under pressure. His background has provided direct exposure to the realities of violence, emergency response failures, and the vulnerabilities organizations face in today’s evolving threat landscape.

Robbyn Stockton
Robbyn is a consultant with Til Valhalla Consulting LLC specializing in emergency communications, crisis response coordination, active attacker preparedness, and emergency operations support. With seven years of combined law enforcement and emergency communications experience, along with seven years of medical experience in family practice and urgent care settings, Robbyn brings a uniquely well-rounded operational perspective to emergency preparedness and critical incident response.
Robbyn joined the Tyler Police Department Telecommunications Unit in 2019 and currently serves as a telecommunications Supervisor overseeing second shift operations. Throughout her career in public safety communications, she has coordinated police, fire, and emergency response resources during high-stress incidents where rapid decision-making, clear communication, and calm leadership are critical.
In 2021, Robbyn obtained her Basic Hostage Negotiations certification through the Texas Association of Hostage Negotiators. In 2022, she earned her Tactical Dispatch Certification and joined the Crisis Negotiations Unit at the Tyler Police Department, becoming one of only two unsworn members selected to serve on the team. Her specialized training and operational experience in tactical communications and crisis negotiations provide clients with valuable insight into communication dynamics during volatile, rapidly evolving, and emotionally charged situations.
Robbyn holds both Advanced Telecommunications and Instructor certifications through the Texas Commission on Law Enforcement, as well as an Associate Trainer certification. She is also a certified CPR instructor through the American Heart Association and HSI, and regularly instructs CPR, AED, Stop the Bleed, crisis communications, and emergency response training.
A respected instructor and presenter, Robbyn teaches for the Tyler Police Academy, Dispatch Academy, and Tyler Junior College Police Academy. She has also helped develop dispatch communication standards for local active attacker and integrated response training programs, bringing critical dispatcher-focused perspectives into emergency response planning and preparedness exercises.
In 2025, Robbyn was recognized as Telecommunicator of the Year by the Tyler Police Department in recognition of her professionalism, leadership, and dedication to public safety communications.
Beyond her operational and instructional roles, Robbyn is deeply involved in first responder wellness and peer support initiatives. She serves as a lead member of the East Texas Critical Incident Stress Management (CISM) Team and the East Texas Chaplains Team, providing support to emergency personnel following traumatic incidents and critical events. She also volunteers as an instructor for the Tyler Police Department Cadet Program, helping mentor and prepare future public safety professionals.
